I would guess that document is talking about the Sage online software, not Sage 50.

If you start by customising a quote, you can print it as a quote but not as a sales order or invoice.  If you start with the invoice, you cannot print it as a sales order or quote.  Therefore to get a customised form for each of a Quote, Sales Order and invoice, you must customise three different forms.

ah ha !  A quote... it seems this option was not activated. That will do the trick. I could even make a custom quote form and call it a proforma invoice if I really needed one. For now, this will work.
