Connection manager could not start database engine

I am running Sage on a 2012r2 server and I am having issues connecting to the database. On one computer the network admin and bookkeeper can connect but the assistant can't connect. On the other computer only the bookkeeper can connect. The admin and assistant can't connect and get the error Connection manager could not start the database engine. The database engine returned an error. Please wait a moment and try again. Both workstations are running Windows 10.

I disabled the firewall and all systems.

I uninstalled and reinstalled sage 2022

I gave admin permissions to everyone.

I checked the settings on the files.

I am confused because it is inconsistent depending on which system and which account is trying to connect.
