Project Budgets

I am using Sage Premium, but could upgrade to Quantum, depending on the resolution to my issue.  I want to enter a budget for a construction project.  While under construction, the costs for the project belong in "Work in Progress" asset accounts.  These costs only transfer to expense/COGS accounts when the property is sold.  When I tried entering the budget for this project, it would only allow me to choose revenue or expense accounts.  I need to be able to track actual vs budget during construction, so I need to be able to choose the asset accounts.  There is only the one project in this entity, so I also considered entering the budget through the Chart of Accounts, but asset accounts do not have the "budget" tab.  Is there a way in either Premium or Quantum to apply this budget to the WIP accounts?
