Please try these steps

1. Go to Banking, Match Bank Transactions, and choose Upload to Bank Services.
2. Choose New Bank Account, then enter something in the Bank Name and Account type fields.
3. If you use foreign currency, pick a Currency.
4. Click OK.
5. You'll get a captcha window. Enter a code that you receive from your email. 
6. If you get to the screen that displays "Import bank transactions", cancel out of it then try setting up bank feeds again.
