When Personal Tax Online was launched, approximately ten years ago, it was designed to be compliant with that tax year and onwards, it wasn't retrospective, so unfortunately there isn't an option to unlock years that pre-date the launch of the product. 

If you require software for earlier years, the desktop edition of  Personal Tax could help you achieve that.
