The utilization and productivity is....  

The amount of billable hours for the period you are running the report for / how many working hours the staff member is set up for x 100 

Example 1: Running the report for a week, employee works 35 hours a week and has billed 5 hours 

5 hours logged / 35 hours working period  x 100 = 71.43

Example 2: Running the report for a single day, employee works 35 hours a week and has billed 5 hours 

5 hours logged / 7 hour working period x 100 = 14.29 

Often the productivity will be the same but it can differ if they staff member logs hours for non-billable work.
