As as long as there really are no transactions yes. 
 If you had entered a transaction for a supplier, realised it was the wrong supplier and edited the transaction, then the original transaction still exists with a deleted flag set. Until that transaction is removed (with an audit transactions clear down) it counts as a transaction against the supplier and will prevent it being deleted.
