Entering New Starter Details on Sage Online Services

We are trying to encourage our clients to enter their new starter data directly into Online Services so that we can import this directly into payroll.  So far, so good, however, I've gone to set up a client this afternoon who already uses Online Services for payslips and documents, but I don't have the option to add them as a "manager" for setting up new starters, or marking anyone as a leaver...

Do you know why this would be? I've compared their settings with another client who has the option to set up new starters etc, and I can't see that anything is different.
