Thank you for using Community Hub.

You aren't doing anything wrong. I'm not able to change between the payslip templates as expected in my own payroll either.

I found if I changed the template to Plain paper and Saved, then selected Simple and saved, I got the standard template. 

Obviously something has gone askew in the template routines. 

I am in the process of reporting this to our development team right now.

Once I hear back from them I will update you in this chat.

Thanks for letting me know the workaround is OK for you.

The development team have confirmed the previews of the payslips in Settings > Payslip Templates are showing the wrong way around for Simple and Standard.

This may have possibly crept in during a recent software update.
