Follow the steps to Submit an employer payment summary (EPS) for a previous tax year. 

You can choose the option for no payment due.

Hi,

Thank you for using community hub.

If you don't have an option to send an EPS for a previous tax year within payroll, you may have to use HMRC Basic Tools.

HMRC basic tools will allow you to post an EPS for the previous tax year, and you can report CIS Deductions Suffered within that submission.

HMRC support this software themselves, so any queries on it's use should be directed to them.
