I have changed the Anonymous user identity to Application Pool Identity

Then, I checked the application pool, and could see the credential used by the application pool. Additionally, I have made that account to be the local admin of the server. Lastly, I restarted the IIS site.

Unfortunately, I still can't access System Behavior.

Make sure that you have restarted IIS to ensure the new settings are picked up.  If these still have not resolved your issue then have a look at the comments beneath the article I shared as they give other suggestions.

Did that resolved your issue? I broke Sage after changing the IUSR to Application Pool Identity and restarted IIS. 

Fortunately, I took a snapshot.

Does the user of the Application Pool that you select have permissions on the CRM folders?

Yes. Full control on the CRM folders.

I finally made the change via the database.

The settings in the System Behavior page that I need to change is in the Custom_SysParams table.

Whenever I see this error instead of changing the account the CRM app pool runs under I give IUSR full control over the eWare registry keys.  This issue seems to occur when Sage CRM does not have full access to it's own registry keys.
