User unable to edit Secondary Entity

I have a primary entity 'Alert_Flag' which is functioning OK, and under that I created a Secondary Entity 'alert_category', whilst I as system admin can create / edit enteries into the secondary level entity. Standard users are not able to. What have I missed?

Is alert_category covered by security? Does it have a xxxx_secterr column?

No, it was made using the 'Create table' option within Adv. Customisation. But doing this it seemed to have made it available under the Secondary Entity (as I didn't want it as a primary entity - I want it to work a bit like addresses under Company / Person)
