1) Here is the SEI online help article discussing the 2 license types available, Sorry, I don't know which one you have purchased.

Determining who has exceeded the limit will identify which license type is being reached.
My thoughts would be the Full license, on the link above it shows access levels for the licenses so that may offer insight into which one is generating the error based on what tasks are being performed when the error is shown.

2) If the license info is not available in the main displayed user settings "at a glance" then its likely not designed that way, clicking edit would be how you see that information, aside from searching within SQL.
