I issued an item to a work ticket and had to put in the serial number. I now need to un-issue it because it has failed. When I try to un-issue it, I get the error, "I issued a part to a work ticket. It has a serial number. I need to un-issue it and it won't let me.". 

What do I need to do to un-issue it and reissue a new one with a different serial number?
