The Bill Of Materials module allows you to do one step manufacturing, managing recipes and production entries to consume components while making the finished good. 

The Production Management module is more advanced, allowing steps, WIP... instead of one step production.

IRP is about planning component requirements, creating PO's or PM work tickets based on real and / or projected demands.
