Does anyone know if there is a way to convert a SI financial report to Power BI?

Yes you can.

The company wants me to publish the financial reports to the BI's dashboard so that they can view over the Microsoft Power BI instead of in an Excel format.

I've used Report Designer in combination with other reports to make Dashboards but not with Power BI.
