I'm having trouble finding where in the roles hierarchy of options I can enable/disable a user from
modifying user roles and rights.

Library Master. Deny permission to Role Maintenance and User Maintenance.
There is also a built in search in Roles Maintenance, that will list different options based on keywords, it searches all the menu options and security options.
Just invoke from the flashlight below the "Remove..." button, and type in some keywords. You can then select the one you want from this list and it will take you right to the option. I think this feature was in the 2021 Release.
