When did Application Server Configuration begin to use up a Sage User License?

Can't locate whether I've been down this path previously, but not finding anything directly mentioning this on Sage Citry (sorry, Community Hub).

I could swear that back in the old days, when a client would call and say they couldn't get any more users in because all the licenses were used up, I was able to launch App Serv Config and kill some hung sessions. Lately, though, if all the licenses are used up I get the dreaded "xx user limit exceeded" error.

Am I wrong thinking that ASC should be immune to whether or not there's an available license?

    ASC does run Providex so It will use a license.  You will need to close the PVXwin32 sessions from task manager
    Try running pvxwin32.exe on server and see if same message.  
    If it launches, you can check User License typing
    ? TCB(23) =Total License
    ? TCB(24) = Available 
    You can confirm what is showing is what the customer has purchased.  Remember the Total License will include the +2.  Customer purchased 10, Total License = 12 for ADV and PREM
