Security rights come from the security tab in Role Maintenance. Go to Library Master > Security > Role Maintenance to make changes.
The role that I use has everything checked already but I am still getting the same message. Any other suggestions?
What task are you doing specifically and what is the message? It may have to do with a particular function in payroll which may point to a security option.
I am trying to enter my payroll (Payroll data entry)
Do you get the message when you enter an employee? Or when you select Payroll Data Entry off the menu? What version are you using?
Check the status of your payroll subscription expiration. (Library Master) When we upgrade or move servers, I get this error and I have instructions for the resolution.

I have a client that has this problem immediately after an upgrade. It’s easy to fix, but is there a way to proactively stop this from happening after upgrades?
I’m using the same keys as the installed version prior to the upgrade.
