There are payroll TAX updates and there are also payroll PROGRAM updates.  The current payroll program update is 2.26.1. Two separate updates are needed. 

Payroll tax update notifications happen from within the program to prompt installation of a newly released payroll tax update.  Installing a current payroll tax update will not increment the payroll product update.   Please ensure that your development environment has 2.26.1 installed to ensure payroll is in compliance with recently added federal changes for year 2026 such as no tax on overtime and no tax on tips.
