 Trying to create a new user, but got the following error message: Can't Create Control 3BBA251-1929-4AF4-B326-D7358E6A3B80. Can anyone help?

Run (as administrator) RegAcc

When you run RegAcc, right click on the file and select "Run as administrator". Even if you are logged in as an administrator, the utility will run and appear to complete, but will not successfully register everything if you do not run it that way.

 I have solved this issues by also reducing the display font size on the workstation.
