User Viewer license dissapear in License Manager

We are experiencing an issue where users with viewer licenses keep having their license removed in the License manager. The software is being stored on a terminal server while users use workstation installs of sage and intelligence, Whenever we set the users to have a viewer license in the manager the licenses seem to disappear after the users attempt to access viewer. Has anyone else experienced this issue before? This just started a couple days ago and was working normally for months before this issue arose.
