You can assign reports to users that are assigned the Report Viewer license via Security Manager.. 

You can then assign whatever specific reports that user is resposible for.. 

Then when they login as that user and launch Report Viewer, only those reports that are assigned the user will be displayed.

There are over hundred reports in their company. We implement report security already. Some user has over 80 reports assigned.
Report security is NOT a proper solution.

Then just organize your reports in specific Folders then via Report Manager. 

In Report Manager right click on the Home Folder and click New Folder. 

Copy in the reports to the New Folder.. Maybe split up the 80 or so assigned reports into multiple Sub Folders..

We group the reports to multiple function folder or Management Levels already.
