We found an issue re: Windows Tasks not running on Server 2016, but the solution provided does not seem to fix this issue.  The article is https://social.technet.microsoft.com/Forums/windowsserver/en-US/fb7dd1b0-f7dd-40fb-839d-2e58816c1e68/server-2016-task-scheduler-not-working.  We can see the Task in Task Scheduler and have tried changing the configuration when it runs, but cannot ever get it to run (whether manually or automatically).
