Unable to complete 2019.1 installation in User’s machine due to security features

The below fix was given by Sage support personnel.

“this is a security issue and would reoccur if you had more prerequisites. The proper solution to this problem is to allow the setup.exe to run multiple installers, that way the prerequisites can be installed separately.”

We wanted to know how to disable this security feature. Our IT support/ Desktop support team is unable to fix this issue.
