My answer is "well, sort of."
There isn't really a way to set a default so that General is ALWAYS filled in for you. The default is blank, as you are experiencing.
But there is a way to set your preferences to copy General to the next slip and that can effectively get you what you want. You will find the setting (from the topmost menus) under Setup, Preferences. Here is a screenshot of the setting once you get there. Click on the image if it is too small to see the details.
Once you set it to copy from the previous slip, it should never be blank again for a new slip. It might not have General if the slip it is copying from was not set as General. But once you change it to General, save that slip and then create a new one, then General should become the copied "default."
