I am a bit confused by your post. If you are looking to use the online/Timeslips Anywhere product, then there is no download. You just go to the website and login.

If you are trying to reinstall an on premise version of Timeslips we need to know which version of the program you are trying to reinstall.

If you need an older version, Sage no longer supports those versions and has removed those downloads from their websites, but many of the Certified Consultants such as myself have those in our own software libraries and can help you get the one you need.
