Anyone could help me to understand how works the SI licenses?

I'm using the attached license (below image).

I only have created 1 SQL user and 2 SI users (using the security manager).

Have SI installed in 2 different workstations (computer 1 and computer 2).

However, the 2 different users can access at the same time to the Report Manager from computer 1 and computer 2. Is this correct? Shouldn't be concurrent licenses?

Plus, I have activated the "Security On" and I can access the Security Manager without any problem in the computer 1, however I cannot access the Security Manager from the computer 2 > I'm receiving an "Access Denied" error message!

Any help with this please?
