Is it a single installation or a multi user ?
It's a single installation. Since I posted my question, I found the solution.
I had to go Control Panel…Region, then Administrative tab…Change System Locale and untick the option “Beta: Use Unicode UTF-8 for worldwide language support”.
Reboot PC and problem solved.
