 can anyone please assist with the steps to withdraw the 12 month report for the previous year ??

Hi Laura, 
 The 12 Month report will only allow you to extract the current and previous 11 month's information. If you need it for the previous tax year, you can generate the report from your Tax Year-end Instance. 
 Another option could be to retrieve a backup for a specific month-end, and then generate the 12 month's report from the specific backup. See related article: How do I retrieve a backup? 
 Another report that will allow you to extract information is the Payroll Listing History report, whihc allows you to select specific historic periods or ranges. See related article: How to print the Payroll Listing Report
