The IRP5/IT3a validation report will indicate if a tax number is missing, however if you run the Test or Live Run export, the IRP5/IT3a file creates  to import into SARS e@syFile Employer  or eFiling. It would'nt stop you to create the files.

SARS validates durijng the submission process if a tax number is required, based on the latest Business Requirement Specification (BRS) .

But on SAGE one payroll (cloud) it doesn't give you the option generate a test run. Only a live or resubmission and all employees have to have a tax number

According to our testing on the SARS software (SARS e@syFile︎ Employer), SARS allows imports without tax numbers - the only employees we've seen where the import stops is where the medical aid tax credit reduces the tax to zero (IT3a certificate with non-contribution reason 08).

We've check the the Sage Business Cloud Payroll (SBCP) team regatrding the generation of the IRP5 CSV files where you've got missing tax numbers, and the export won't stop for that specific reason. You'll receive a warning for the missing tax number, but will still be able ot download the file.
