The Zero plan is used to export the data, without adding the numerical targets or goals (which is usually defined per plan).

You can thus use a previous plans, to export the data, if there are no changes (since the export populates in Excel, and the data must be populated on the Dept of Labour website). 

What will be important is the dates selected on export, and the selections of the numerical goal plan (which companies are included, and if workplace and provinces are linked.
