Have you tried changing the status using "Stock change transactions" (GESSCS)?

all my products are in status RP i can not use stock change transactions for 20 000 products

If you want to change the stock status for a single product with 20 000 units then a manual stock change would do the job nicely.

If you want to change the stock status for 20 000 different products, then I would advise to use the standard import tempate SCS (stock change).
