Hi there Christine,

I have looked into this for you and found that  you are able yo use an activity code to restrict a user to the attachments,

and visa versa, you are able to allow a user to access the attachments.

this is done under "Usage > Usage > X3 Storage areas

select the ATT Volume then on the actions Tab edit, click on the Magnifying glass on the Access code Field and the below screen is displayed, where you would 

specify the access you wish to assign to the attachments this way.

then only users with the appropriate security rights can access the attachments,
