Not the individual message but it might be controlled by Setup, User Preferences, View, Automatic Advice.  If it is controlled by this setting, all Advice will be turned off.

Automatic Advise is not check-marked as I don't use it.

Then it likely cannot be turned off.  If I recall, it only has an ok button because it is just informational.  If so, then the OK button will be highlighted when it comes up and I would just hit the spacebar move on.  It saves having to go for the mouse.  It should be removed from the system or the text changed because it has not been accurate in over 10 years I believe.
