The short answer is because the designers didn't set up the default template that way.

You can likely renumber the account (and change the account type) if you like and have not posted to it, add the Accum. Amort. account and a subtotal similar to the other categories. If you can't renumber it, you can add new accounts to the Capital Assets area and post the entries to the new accounts.
