Application window not loading/displaying post login.

Question

I have a PC that is having an issue when the user logs in as sysadmin. It never shows the application window post login. All other user logins seem to work normally. Anybody have suggestions on where to look for the issue? We recently migrated the data and connection manager over to a new server running Windows 2016 and all other clients on the network do not seem to be having any issues.

Once you feel the program has opened up properly, then hit Alt-Space and see if a menu shows up at the edge of the screen. 
 If so, hit M for Move. If the menu shows at the top right, then use the down and left arrow keys to bring the window back on screen. If the menu is at the bottom left, then use the up and right arrow keys to move it to the middle of the screen. When the window is at the proper place then hit the Enter key. 
 Hopefully the window for your username is just off screen. This will help you bring it back on again.
