There is no reason that would restrict the number of files you can open. I've opened 5 simultaneously.
So let's look at the basics. How are you opening the second file? Are you selecting File, Open from the Sage 50 Home Screen after you have one file open or are you going back to the icon on the Desktop or Start Menu to open a second instance of the program?
If you are using File, Open Company, then yes you will replace the file you have open with the new one.
I first tried (as I used to be able to do) going back to the icon on the desktop, but that did not allow me to open another file.
OK, then what did it do?
Normally the icon will open a Company Startup window that will allow you to open a sample file, create a new file, open an existing file, etc.
If you have that turned off, you will get a File Open dialog that allows you to go to anywhere on your computer and network to open a file.

I prefer to have all my programs on my bottom task bar rather than on my desktop, and using Sage for one file at a time, this works for me. In order to open a second or third file, I needed to place the Sage icon onto my desktop, & open that way.
