I think you skipped a bit of information to help us help you.  My first question would be that if your EI, CPP and Income tax accounts were not showing more money than they should, what prompted you to think you had not paid a past amount?

If the past money was not in those liability accounts, why would you post the entry to them?  You need to find where you/someone posted the original amounts to remove them from the liability accounts in the past and use that/those accounts to post this entry.

How do I get back to my 2018 so I can check.  I can only go back to 2019 :(

Usually a report will have the Fiscal Year option at the top that allows you to switch to Previous Year and any Historical year you have in your file.  If you do not see any historical years, check in Setup, Settings, Company, Information to see if there are more than two years in your file.  If not, then you will have to find your old file and open it.
