Can I import accounts receivable and payable using a excel .csv format for this fiscal year? not historical data
Yes.
With Sage 50 "out of the box" you can import Sales Invoices one at a time, in the .IMP format.
It will choose the customer if it exists, import the invoice number and date, and for details can import an item number, price, sales tax. The format is explained in a knowledgebase article, many times on this forum, and in this PDF:
The Purchase format is similar to the Sales Invoice format.
If you want to import batches, there are "third party" (not made by Sage) utilities.
Also, the Sage 50 SDK has an example on how to create an invoice using c#, c++, or Visual Basic programs.

Ok thank you for the information and link. Where would I go to find the "third party" utilities for batch transactions for the last 11 months? I would like to try to get all the payables and receivables imported at one time.
