Cannot upgrade database from Sage 2013 to Sage 2015

I have a client I do some IT work.  They just upgraded their Sage 2013 to Sage 2015 and whenever they try and perform the database upgrade step they get the following error.

I have tried a few things to no avail. Sage 2013 fails when trying to Repair The Database (same error).

I manually opened the database upgrader and attempted to use it. Same error.

Any advice? Should I contact technical support? Can they fix the files?

    So I attempted this.  I tried a few things.  I first tried copying their company files/folders to C: and opening them there, that worked but the upgrade still failed, same error.

    Then I created a backup CAB.  Moved the CAB to the C: drive.  Attempted a restore from Backup and then check the database, fails.

    I then tried restoring that backup in Sage 2015, it is happy to accept the backup from as soon as it starts to upgrade it fails.

    This might be important:

    When I try to restore the backup to another computer I get "missing data file" error when trying to open it.  Maybe that is a clue.

    So when restoring a backup file (*.cab) and your are going through the restore process from within Sage 50 and have “missing data file” then there was an issue with the backup itself as the original can save a backup from 2013 version.

    Another test will be to attempt converting 2013 version Sample Company to 2015. You can see here where is the Sample Company file located for Sage Simply Accounting 2013 version. If that conversion succeeds from 2013 to 2015 then you have an issue with the file you are trying to convert. In that case please call tech support for conversion. If you cannot convert Sample from 2013 to 2015 then there is an environmental issue on the computer blocking the conversion.
