I am getting a failure message - "The installation of Microsoft Visual C++ 2015 Redistributable Package (x86) appears to have failed?

Do you want to continue the installation?   Yes or No"

I have tried uninstalling to start over, but it won't allow me as it says a program is running.

What should I do?
