Not sure what you're asking.  Are you trying to actually PAY someone their vacation pay, or are you trying to REMOVE ACCRUED VACATION PAY WITHOUT ACTUALLY PAYING IT OUT?

OK.  Then what you need to do is create a 'paycheque' for this person, and enter a negative amount in the vacation pay earned line.  Then double check the journal entry before posting, it should be a debit to your vacation pay liability account, and a credit to a wage expense account.  Also check that there aren't any deductions on the cheque.
