if memory serves me, I believe you need to enable it in the user settings, sorry its been a couple years and I don't have my laptop back to check the steps

I cannot find any options referring to Excel in the User Settings.  

look for import export setting and enable

not sure of the user security level needed either but try raising it by 1 each time after you find the import/export first

the user will have to log out and back in again after any change I believe

Import and export are different than the Excel export on Sales Analysis, Purchase Analysis, Find screens, where there is an "Excel" button.  There must be some kind of trigger to turn this on, e.g. the excel.exe file in a certain location, or a registry setting that BV is checking for to make this button active.

I believe when you start an import oa export there is a list of formats to choose from and I think it is one of them
