These are connected to your license files and determine how many users can log into BV. Five of them means that you are probably using BV SE and has maxed out at 5 users.

If someone is logged into BV while you are trying to copy/backup the data folder you will receive an error that files are in use.

Incorrect. You can delete these files any time you want. BV simply recreates them as needed. I delete them whenever I copy a client data set to my own computer.

On old pre-v7 BV they were connected to your BV license. In the new licensing system they seem to be used simply to keep track of how many users are in BV, up to the max # licenses you have.

However, I think you cannot delete them if someone is logged into BV and that WDSAM number is in use.

That is correct. And is in fact a simple way to determine if someone if logged into BV.
