Installing v22, but comes up with error 1603

My Sage 50 Accounts, just refused to open, eventually Sage Support recommended I uninstall and reinstall Sage.  Trying to reinstall now, it comes up with error 1603 towards the end of the installation process.  Apparently this has something to do with permissions.  How do I solve this issue?

    Installation error ‘1603: Fatal error during installation’ most commonly occurs if you don't have the correct Windows user permissions to access the areas affected by the installation.

    To resolve this ensure you're logged into Windows as a user with full administrator privileges.

    When installing Sage 50 Accounts v21 and above, this message may appear when installing the standalone Sage Data Service. If so, check that .NET Framework 4.5 is installed, if not install it.

    This error can also occur if your disk or download file has become corrupt. To resolve this you can download the software again.
