That cannot be changed as it is hard coded in to the report to be 'To (inclusive)' as otherwise the report could be missing historical data and the calculations in it would be incorrect.

You could go to Report -> Criteria, remove the existing criteria for STOCK_TRAN.DATE and then add a new one of the same field as this would then allow you to chose a different date range type at run time. However note that if you do this the above will apply and the calculations may be inaccurate depending on the specific dates you apply.

On my demo and another company on V29 this field is NOT greyed out and i can select that From date no issues.

Yes, that was a bug that was fixed in the v29.2 release as it was never intended to allow any date range given that it causes the calculations to be incorrect.
