The dynamic help was found to have very low usage so was switched off by default on this release. However, the information in dynamic help is still available in the Report Designer, and if required, you can turn the old view back on by adding the following registry entries:

Manually add registry entry

Create a string value called DynamicHelpEnabled under HKEY_CURRENT_USER\Software\Sage\Report Designer\Settings\General and set it's value to True.

If you're at all uncomfortable with editing the Registry I would refer to local IT support, or contact Sage Technical Support for further assistance. Technical Support will also be able to advise where to find any of the options that you used to use in Report Designer that aren't immediately visible.
