Installing the latest update

We've been using v.25 for some months and a couple of weeks ago installed the latest update to correct the problem of not seeing 31st March transactions on the VAT return.  But in the last few days, logging on to Sage I get quite a persistent message saying we need to install yet another update.  My problem is, we're in a network situation and any installations on the server must be dealt with by an external IT company. Two upgrades in a fortnight is expensive for a charity. Is the upgrade really necessary and, if so, do we have to update the data service (already on v.25) or can this latest update just be done on the workstations?
