I have recently upgraded to Sage v28 and would like to give our Treasurer access to Sage. I have two questions
If she has Remote Access, can she make any adjustments or run reports?
Does she need to have a copy of Sage herself?

Yes to both. If she has remote access, you can choose to set up the user account to limit functions you don't want her to access, or to allow all.
She will need to download Sage onto her computer but this would usually be covered within your charity licence.
